RFQ: NOAA MOC-P Maintenance Dredging 2026

Background
The Port of Newport is issuing a Request for Quotation (RFQ) for maintenance dredging at the NOAA Marine Operations Center Pacific Facility. The goal of this contract is to perform hydraulic dredging to maintain navigable depths at the facility, which is crucial for its operations. The project involves removing up to 18,000 cubic yards of loose sandy/silt material to specified design depths.

Work Details
The contractor will be responsible for hydraulic dredging on the north side of the facility wharf, specifically from 50 feet west of the wharf including berths #1 through #3. The work includes:
- Dredging a maximum of 18,000 cubic yards of loose sandy/silt material.
- Providing a per cubic yard quote for dredging and costs associated with delivering and offloading dredge spoils to an upland disposal area.
- Preparation and maintenance of the upland dredge disposal site.
- All labor, materials, tools, supervision (minimum one full-time foreman), submittals, manuals, and incidentals necessary to complete the work as implied by the RFQ.
- Compliance with all safety regulations and environmental protection measures during operations.

Period of Performance
The work is scheduled to start upon permit issuance with in-water work commencing on November 1, 2026, and completion by February 1, 2027. If permits are not approved by January 4, 2027, work will shift to November 1, 2027.

Place of Performance
The contract will be performed at the NOAA Marine Operations Center Pacific Facility located at 2002 Marine Science Dr., Newport, OR.

Bidder Requirements
Bidders must provide proof of business licensing and registration in Lincoln County, Oregon. They must maintain required liability insurance with a minimum coverage of $2 million and comply with all local, state, and federal regulations. Additionally, contractors must provide proof of workers' compensation insurance and may be required to pay prevailing wage rates depending on the total project price.
