RFQ 3870 - Home Repair Program
Background
The City of Springfield is seeking qualified firms that are experienced, licensed contractors to provide accessibility improvements and home repair services addressing health and safety for various residential needs. This program is funded through a Community Development Block Grant from the US Department of Housing and Urban Development (HUD), necessitating compliance with federal requirements.

Work Details
Contractors will provide professional services, maintenance, repair, and/or replacement for home repair and accessibility improvement needs. Specific services include:
- Electrical work
- Plumbing
- Remediation
- Heating, ventilation and air conditioning (HVAC)
- Roofing
- General contractor work.

Services will be provided on an as-needed basis through discrete Work Orders for very low-income homeowners participating in the Springfield Home Repair Program. Contractors must be able to troubleshoot and repair or replace malfunctioning equipment, maintain or replace building components or systems, and install accessibility features such as ramps or grab bars.

Period of Performance
The On-Call Contract will run on a fiscal year basis from July 1 to June 30. The contract may be extended annually at the City's discretion.

Place of Performance
Services will be performed at various private residences within the City of Springfield.

Bidder Requirements
Contractors must be licensed and registered with the State of Oregon Contracting Board (CCB). They must not be listed on the federal System for Award Management (SAM) exclusion list or the Oregon Construction Contractors Board ineligible list. Additionally, contractors must carry Commercial General Liability Insurance covering $1,000,000 per occurrence and $2,000,000 aggregate.
