RFQ 2025-64-340B Drug Pricing Program Audit

Background
Clackamas County Health Centers Division (CCHCD) is part of the Health, Housing, and Human Services department of Clackamas County. It provides a wide variety of primary care, mental health, and addictions treatment services to children, youth, families, and adults. CCHCD clinics are a Federally Qualified Health Center (FQHC) serving 17,686 patients with 110,955 visits in 2024. The health centers are considered 'safety net clinics' with a mission to serve vulnerable populations. The purpose of this RFQ is to purchase services for a yearly audit of the Health Centers Division 340B Drug Pricing Program.

Work Details
The contractor shall provide 340B External Audit Services through the performance of an annual HRSA-level audit of CCHCD’s 340B Program. This includes:
- Assessing all program policies and procedures for compliance.
- Making recommendations on policy/procedure improvements.
- Reviewing compliance with patient definition.
- Reviewing pharmacy and 340B Third Party Administrator records.
- Comparing claims data to invoice data.
- Conducting onsite audits of in-clinic 340B inventory.
- Completing a randomized audit of 10 in-clinic 340B medications.
- Reviewing all in-clinic inventories against logged amounts.
- Reviewing encounter data against pharmacy claims data.

The contractor will compile and submit a final audit report to the County within two weeks of audit completion. The County will facilitate the audit by providing necessary support and access to internal documents.

Period of Performance
The contract term is from January 1, 2026, through December 31, 2031, with an option for one additional two-year renewal thereafter. Audit services typically commence in April/May each year.

Place of Performance
The services will be performed at Clackamas County Health Centers Division facilities located in Oregon.

Bidder Requirements
Quoters must comply with HIPAA regulations due to the viewing of reports containing protected health information. A HIPAA clause will be required in the contract along with a Qualified Service Organization Business Associate Agreement (QSOBAA). Additionally, bidders must demonstrate experience in similar projects and provide references.
