Background
Clackamas Community College (CCC) is a public community college in Oregon, founded in 1966 and now one of the largest in the state, with three campuses serving the region. The college is seeking to engage an external consulting partner to conduct a comprehensive assessment of all software systems used across the college. The goal is to ensure that the technology ecosystem effectively supports CCC’s mission and the success of its students and employees.
Work Details
The contract involves providing systems assessment consulting services in two phases:
Phase 1 focuses on assessing the Enterprise Resource Planning (ERP) and Student Information System (SIS). This includes evaluating admissions, registration, course scheduling, grading, transcripts, degree audits, financial aid processing, human resources, payroll, finance and accounting, procurement, budgeting, and reporting.
Phase 2 will assess all remaining software systems that support college operations outside of core SIS and ERP functions. This includes Learning Management Systems (LMS), library management tools, service desk ticketing systems for IT and HR, communication platforms, analytics tools, and any other identified systems. The vendor will also identify system bottlenecks, document shadow systems and workarounds used by departments, create a comprehensive inventory of all software applications in use at CCC, recommend opportunities for consolidation and alignment of systems, develop a strategic roadmap for technology improvements, and deliver detailed assessment reports at the conclusion of each phase.
Period of Performance
The contract has an initial term of one year with options to renew in one-year increments for a total maximum contract term of no more than five years. The project is expected to begin in April 2026.

The services will be performed at Clackamas Community College's campuses located in Oregon.
Bidder Requirements
Proposers must comply with Oregon Public Contracting Code regulations. They are required to submit proposals that are accurate and complete. Proposals must include certifications regarding non-discrimination against minority or women-owned businesses as per ORS 279A.110.
