Background
Northern Wasco County People's Utility District (District) is issuing a Request for Proposals (RFP) for the procurement of relay and control panels to be installed at the Three Mile Substation in The Dalles, Oregon.

The District aims to enhance its operational capabilities through the acquisition of these panels, which are critical for managing electrical systems effectively.

Work Details
The contractor will provide two vertical rack style, enclosed relay panels as specified in the RFP. The panels must be fully assembled, factory-wired, and tested prior to shipment.

Key components include:
- Relay Panels: Two-column 24” open rack mount type, free-standing with rear wings for wiring.
- Protective Relays: Microprocessor-based relays including Schweitzer SEL-787 for transformer protection, SEL-751 for backup overcurrent, and SEL-311C for transmission line protection.
- Power Quality Meter: Schweitzer SEL-735.
- Lockout Relays: Electroswitch Series 24 with 48 V DC trip coil.
- Auxiliary Equipment: Universal mounting brackets for additional devices.
- Wiring: All internal wiring must be neat and accessible with appropriate labeling.
- Delivery includes spare parts such as indicating lamps and fuses, along with special tools if required.

Period of Performance
The contract is expected to commence upon execution on October 10, 2024, and will remain effective until December 31, 2024, unless terminated or extended by mutual agreement.

Place of Performance
The work will be performed at the Three Mile Substation located within the City limits of The Dalles, OR 97058.
