Background
The Tualatin Hills Park & Recreation District (THPRD) is the largest park and recreation special district in Oregon, serving over 270,000 residents in eastern Washington County. THPRD's mission is to provide high-quality park and recreational facilities, programs, services, and natural areas that meet the diverse needs of the communities it serves. The District is seeking proposals for a Sponsorship Sales Strategy to establish an in-house Sponsorship Program aimed at generating $600,000 to $750,000 annually within five years.

Work Details
The selected vendor will develop a comprehensive sponsorship sales strategy for THPRD, including:

1. **Background Research**: Analyze strengths, weaknesses, opportunities, and threats related to sponsorship development; conduct interviews and research on THPRD’s stakeholders; advise on additional resources needed to reach revenue goals.

2. **Market Research**: Analyze industry trends; identify key sponsorship categories; provide recommendations on sectors for sponsorship cultivation; insights into pricing models; advice on targeting potential sponsors.

3. **Sponsorship Strategy Development**: Assess THPRD’s potential for sponsorship revenue; develop a long-term plan; inventory THPRD’s assets and suggest valuation methods; identify sponsorship package options and benefits.

4. **Sponsorship Education & Compliance**: Provide guidance for managing sponsorship payments; assist with best practices for agreements; develop training on exclusivity within agreements; create a framework for tracking ROI of sponsorships.

5. **Prospect Research**: Research companies' sponsorship history; assess alignment with THPRD’s mission; provide advice on policy development regarding marketing standards; identify viable sponsors using targeting techniques; deliver a prospect report with key details.

6. **Outreach & Engagement Development**: Assist in understanding sales approaches; create engagement plans; develop proposal materials tailored to key categories; design public outreach plans showing community benefits of the program; conduct staff training on consultant-created tools.

7. **Summary Report**: Provide a comprehensive report summarizing objectives 1-6 into an actionable plan.

Period of Performance
The contract is anticipated to start on April 1, 2025, and will end on June 30, 2025.

The services will be performed within the geographic area served by the Tualatin Hills Park & Recreation District in Oregon.
