RFP Planning LAND USE & URBAN DESIGN

Background
The City of Portland is seeking to establish a Design Services Price Agreement for On-Call Permitting Services. This agreement is intended to support the City’s mission by providing necessary design services that align with urban planning and development goals. The contract aims to ensure that the City can efficiently access professional design expertise as needed over a specified term.

Work Details
The Consultant will provide various design services as outlined in the Statement of Work (SOW) and Compensation sections attached as Exhibits A and B. Specific tasks may include project management, coordination of design elements, and compliance with applicable design guidelines.

The Consultant will also be responsible for developing and negotiating the specific scope of work, budget, deliverables, and schedule for each project through Task Orders. The City has set an aspirational goal of 30% minimum utilization of COBID certified firms based on total Task Order amounts. All work products produced under this agreement will become the exclusive property of the City upon payment in full.

Period of Performance
The initial term of this Price Agreement shall begin on a date specified in the contract and shall expire one year later, with potential extensions up to four additional years based on mutual written consent.

Place of Performance
Services will be performed within the City of Portland and surrounding areas as required by specific Task Orders.

Bidder Requirements
Consultants must comply with all applicable federal, state, and local laws, including tax laws and civil rights regulations. They must maintain necessary insurance coverage including Workers' Compensation, Commercial General Liability, Automobile Liability, and Professional Liability insurance.

Additionally, consultants are required to obtain a City of Portland business tax registration number prior to beginning work under this Price Agreement.
