Background
The City of Salem, Oregon, is seeking proposals from qualified firms to provide General Civil Engineering Services on a continuing services basis. This initiative aims to establish a diverse group of pre-qualified engineering firms to assist with public works infrastructure projects, which can vary widely in scale and complexity.
The City operates under a Council-Manager form of government and serves a community of approximately 177,600 residents.
Work Details
The selected Consultants of Record (COR) will provide general civil engineering services on an assignment-by-assignment basis. Services include but are not limited to: preliminary reports, project development, design surveys, preliminary and/or final design, preparation of environmental permitting compliance documentation, bid document preparation, bid and award assistance, construction management, inspection services, construction staking, analysis and studies related to various infrastructure projects such as water, sewer, stormwater systems, streets, pump stations, lift stations, reservoirs, and treatment facilities.
Each project will have a specific scope defined by the City at the time of assignment. The City anticipates no guaranteed volume of work under these contracts.
Period of Performance
The contract will be established for an initial term with renewable annual contracts up to four additional one-year periods. Specific project assignments will be issued as needed throughout the contract duration.
Place of Performance
Services will primarily be performed within the City of Salem and surrounding areas as required by specific project assignments.
Bidder Requirements
Proposers must demonstrate qualifications based on experience in similar projects. They must comply with all applicable federal, state, and local laws regarding civil rights and rehabilitation statutes.
Errors and Omissions Liability Insurance coverage is required with limits of at least $2 million per occurrence. Proposers should also be prepared to provide evidence of compliance with Oregon tax laws.
