RFP No. 256060 Planning and Related Services for OR22 Pedestrian Overcrossing (Salem)
Background
The City of Salem is issuing this Request for Proposals (RFP No. 256060) to obtain proposals from qualified consultants for planning and related services for the OR22 Pedestrian Overcrossing project. The goal of this project is to evaluate the location, costs, and impacts of a bicycle and pedestrian bridge over North Santiam Highway (OR-22) between Lancaster Dr. SE and Cordon Rd.

This initiative aims to provide a safe connection for pedestrians and bicyclists in the area, particularly benefiting students who currently require bussing due to hazardous walking conditions.

Work Details
The primary objective is to develop a Refinement Plan that analyzes the study area and determines a preferred location and alignment for the bicycle/pedestrian overcrossing of OR-22. Specific tasks include: addressing potential right-of-way acquisition needs, identifying environmental and utility concerns, developing a planning-level project cost estimate, identifying phasing and potential funding sources for design and implementation, and obtaining stakeholder support through public outreach efforts.

The estimated completion date for the A&E services is April 8, 2028, with an estimated cost range of $200,000 to $300,000.

Period of Performance
The period of performance for the contracted services is approximately from January 2026 to October 2027. Key milestones include: Existing Conditions Summary Complete by May 2026; Identify Location and Alignment Alternatives Complete by November 2026; Identify Preferred Alternative Complete by May 2027; Final Preferred Alternative Plans Package Complete by October 2027.

Place of Performance
The work will be performed in Salem, Oregon, specifically focusing on the OR-22 corridor from Cordon Road at the east end to Lancaster Drive SE at the west end.

Bidder Requirements
Proposers must have at least one Oregon Registered Civil Engineer in active status employed by their firm. The prime consultant must self-perform at least 51% of the contract value without subcontractor assistance. A Disadvantaged Business Enterprise (DBE) participation goal of 3% has been assigned for this contract.
