RFP No. 245027 Urban Renewal Policy Consultant

Background
The City of Salem, the capital of the State of Oregon, with a population of approximately 177,600, is seeking proposals to hire a Consultant of Record (COR) to provide continuing urban renewal policy services. The City has a Council-Manager form of government with an elected mayor and council. The City has approximately 1,300 employees and nine operating departments.

Work Details
The services under this contract shall consist of urban renewal policy services to support the creation of new urban renewal areas, to amend existing urban renewal areas, to provide policy analysis and recommendations as it applies to urban renewal areas and related projects. The consultant will be responsible for tasks such as development of near-term capital project priorities for new urban renewal areas, preparation of urban renewal plans, assistance in the development of TIF Feasibility Studies and Analysis, preparation of amendments to existing urban renewal plans and reports, review and advisement on existing plans for compliance with ORS 457, overall policy advisement, and more.

Period of Performance
The closing date for proposals is May 10, 2024 at 4:00 PM (local time). The notice of intent to award an Agreement is anticipated in June 2024.

Place of Performance
The services will be performed in Salem, Oregon.
