Background
The State of Oregon, through the Oregon Health Authority (OHA), is issuing this Request for Proposal (RFP) for Medicare Cost Reporting to comply with requirements set by the Centers for Medicare & Medicaid Services (CMS).
The OHA seeks professional services from a qualified Certified Public Accounting (CPA) firm to ensure accurate financial reporting and reduce the risk of erroneous submissions to CMS. This contract aims to support the Oregon State Hospital, which provides rehabilitative psychiatric care.
Work Details
The contractor will provide comprehensive Medicare Cost Reporting services, including:
1. Preparation and submission of Annual Medicare Cost Reports (CMS-2552) for the Oregon State Hospital, due annually by November 20.
2. Capability to input agency-prepared data into the contractor's software for report preparation.
3. Provision of necessary forms for data submission as required by CMS.
4. Delivery of completed reports in standard electronic cost report format and PDF format via secured file transfer technology.
5. Evaluation and recommendations on OSH’s financial data for future reporting periods, including a wage index review for accuracy in clinical delivery programs and patient population categories.
6. An independent Annual Medicare Summary Report assessing data accuracy and completeness, due within 45 days after submission of the cost report.
7. Optional training on cost reporting processes for OSH staff as needed.
Period of Performance
The initial term of the contract is anticipated to be 5 years, with options to renew up to 10 years.
Place of Performance
Services will be performed primarily at the Oregon State Hospital located in Salem, Oregon.
Bidder Requirements
Offerors must demonstrate:
1. Current licensure as a Certified Public Accountant.
2. A minimum of five years’ experience in preparing annual Medicare Cost Reports specifically for Freestanding Psychiatric Hospitals utilizing the Inpatient Psychiatric Facility Prospective Payment System (IPF PPS).
3. Proprietary software capabilities to prepare and submit reports in standardized electronic format.
4. Compliance with insurance requirements as specified in the solicitation.
