Background
The Confederated Tribes of Siletz Indians (CTSI) is seeking proposals from qualified vendors to supply and deliver materials for its broadband infrastructure deployment project. This initiative aims to expand reliable, high-capacity broadband services to its communities, supported by federal broadband infrastructure funding. The selected vendor will be responsible for providing high-quality materials that meet industry standards and ensuring timely delivery to align with project schedules.

Work Details
The vendor will supply and deliver all necessary materials for the broadband network deployment in Lincoln County, Oregon. Key tasks include:

- Furnishing, documenting, and delivering broadband network materials.
- Ensuring compliance with CTSI’s quality standards and applicable codes.
- Adhering to 'Build America, Buy America' provisions.
- Maintaining clear labeling and documentation for fiber cable.
- Coordinating deliveries with construction schedules.
- Supporting warranty claims or returns.

All materials must be new, unused, compliant with industry standards, and free from defects. Specific items include various types of fiber optic cables (1, 2, 24, 96, 288-strand), multi-port service terminals, aerial fiber storage loops (sno-shoes), support strands, guy wires, anchors, guy guards, and ground wire assemblies as detailed in the Bill of Materials (BOM) and Material Specifications attached as appendices.

Period of Performance
The contract performance period is set to begin upon award and is expected to align with the project's construction milestones.

Place of Performance
The contract will be performed in and around Lincoln County, Oregon.

Bidder Requirements
Vendors must demonstrate their ability to supply high-quality broadband construction materials in a timely manner. Proposals should include unit pricing for each bid item, a proposed delivery schedule, logistics plans for shipping and staging, compliance with specifications, inventory capabilities, Indian preference documentation if applicable (51% ownership by an enrolled member of a federally recognized tribe), and a commitment to monitor Indian preference compliance throughout the contract term.
