Background
The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) is seeking proposals from qualified firms to evaluate, design, and initiate development of an Improved Forest Management (IFM) forest carbon project on Tribal forestlands. The goal of this project is to prepare CTCLUSI for potential carbon market transactions while ensuring compliance with all Washington Cap-and-Invest Program requirements and protecting Tribal sovereignty and cultural resources.
Work Details
The contractor will conduct a feasibility assessment, project design, and initial project development for the CTCLUSI Forest Carbon Credit Project Phase II. The scope includes:
1. Carbon Feasibility Assessment:
- Review forest inventory, GIS, ownership, management, and harvest data.
- Evaluate project eligibility under applicable carbon standards.
- Define a proposed project area with Tribal staff.
- Estimate carbon stocks, credit yields, and sequestration potential.
- Prepare analyses of projected project costs, revenues, and economic viability.
- Deliverables: Feasibility assessment, carbon credit estimates, financial analysis, summary presentation.
2. Project & Inventory Design:
- Prepare project design and boundary mapping.
- Design a statistically valid forest carbon inventory.
- Evaluate harvest projections and project compliance.
- Incorporate Tribal management priorities into project design.
- Deliverables: Draft and final project design, forest inventory design, harvest plan recommendations, project maps.
3. Initial Project Development:
- Oversee forest inventory collection and quality assurance.
- Complete carbon quantification and growth modeling.
- Perform remote sensing and spatial analyses.
- Coordinate required third-party technical studies and market analyses.
- Deliverables: Inventory QA/QC documentation, carbon quantification report, updated carbon credit estimates, updated financial projections.
Period of Performance
The contract is anticipated to start on August 1, 2026, with tasks expected to be completed within approximately six months of initiation.
Place of Performance
The work will be performed on Tribal forestlands managed by CTCLUSI across seven parcels totaling approximately 14,742 acres in Lincoln, Lane, Douglas, Coos, and Curry Counties in southwestern Oregon.
Bidder Requirements
Proposers must demonstrate direct experience working with federally recognized Tribes or Tribal entities on similar projects related to registration or listing of carbon offset projects under the Washington Cap-and-Invest Program. Minimum qualifications include having successfully completed at least one relevant project involving a federally recognized Tribe or Tribal entity within the Washington Cap-and-Invest Program or a similar program.
