Description

ODHS Child Welfare seeks to contract with a trauma-informed youth-serving organization to develop and facilitate a Youth Advisory Council (YAC). CWP is seeking an organization that understands the resources, expertise, and support needed to establish and maintain a successful YAC that will effectively empower young people with lived-experience in the Child Welfare system.
Background
The Oregon Department of Human Services (ODHS), through its Office of Child Welfare Programs (CWP), is issuing this Request for Proposal (RFP) to develop and facilitate a Youth Advisory Council (YAC).

The goal is to contract with a trauma-informed youth-serving organization that can empower young people with lived experience in the Child Welfare system. This initiative aims to ensure that the voices of young individuals, particularly those aged 14 to 25 who have been involved in the Oregon foster care system, are heard in policy and practice decisions.

Work Details
The selected contractor will be responsible for:
1. Establishing and maintaining a Youth Advisory Council that provides input on rules, policies, practices, and programs related to Child Welfare.
2. Identifying systemic issues faced by youth in the Child Welfare system and contributing to their resolution.
3. Empowering youth through leadership training and advocacy opportunities.
4. Ensuring informed decision-making by incorporating youth perspectives into program development.
5. Recruiting diverse youth members for the YAC, providing fair compensation and financial guidance, and offering preparatory training.
6. Facilitating group sessions for emotional support among members and tracking demographic representation.
7. Coordinating logistics for meetings and providing options for participation (in-person or virtual).

Period of Performance
The anticipated term of the contract is five years, beginning upon award.

Place of Performance
The services will be performed in Oregon, specifically targeting youth involved in the state's Child Welfare system.
