RFP for Temporary Shelter Services

Background
The City of Portland, Oregon, is issuing this Request for Proposals (RFP) No. 00002503 to address the needs of individuals experiencing unsheltered homelessness. The goal is to provide temporary shelter operation services that are low barrier and accessible, ensuring that various levels of engagement and support are available to this vulnerable population. The City seeks proposals from qualified Community-Based Organizations (CBOs) with experience in managing temporary shelters for adults experiencing homelessness.

Work Details
The selected Contractor(s) will provide three distinct types of shelter services:

1. **Temporary Outdoor Alternative 24/7 Shelter with Services**: This model includes individual sleeping units with 24/7 on-site management, access to hygiene, meals, laundry, storage, and animal services. It aims to connect individuals with resources for permanent housing. Infrastructure includes fencing, restrooms, showers, and personal storage areas.

2. **Temporary Overnight Shelter**: This service operates for a minimum of 9 hours nightly and accommodates between 50-150 people. It provides hygiene access, snacks, and sleeping facilities while maintaining a staff-to-participant ratio of 1:20.

3. **Day Services Program**: This program offers case management support, hygiene services, temporary storage, mail service, and access to other essential services during daytime hours. It serves as an information hub connecting individuals with various service providers.

Period of Performance
The contract will commence upon award and is contingent upon the availability of sufficient funds. The urgency of the situation necessitates that contractors begin providing services as soon as possible after contract execution.

Place of Performance
Services will be performed at designated sites across the City of Portland.
