Background
The Bureau of Environmental Services (BES) is seeking proposals for a Supervisory Control and Data Acquisition (SCADA) software upgrade. The current SCADA system, implemented in the early 1990s, has not been significantly modernized and does not meet current operational, reliability, or cybersecurity needs.
The goal of this contract is to plan, provide, configure, install, test, document, and support a new SCADA system using Ignition by Inductive Automation for two wastewater treatment plants and approximately 100 pump stations and collection system control structures.
Work Details
The contractor will be responsible for:
1. Designing and executing the new SCADA system while maintaining existing functionality during the transition.
2. Ensuring the new system is informative, scalable, resilient, and accessible.
3. Coordinating with BES staff throughout the project to ensure timely completion.
4. Adhering to City of Portland Bureau of Technology Services (BTS) technology standards where applicable.
5. Providing training and documentation for BES staff on the new system.
6. Implementing a reporting module that integrates with existing systems and meets specified performance criteria.
Period of Performance
The contract will be executed over a five-year period with an option for an additional five years based on mutual consent.
Place of Performance
The work will primarily take place at the Columbia Boulevard Wastewater Treatment Plant and various pump station sites within the City of Portland.
Bidder Requirements
Proposers must have:
- An Integrator Certification Level of Gold or Premier from Inductive Automation.
- A corporate headquarters located in the continental United States with a satellite location within 250 miles of Portland.
- A minimum of 7 years demonstrated experience in the Water/Wastewater Industry and at least 5 years with Inductive Automation Ignition.
- At least three client references and onsite support during cutover.
