RFP for Medical & Pharmacy Benefits

Background
The Oregon Public Employees’ Benefit Board (PEBB) is soliciting proposals for medical and pharmacy benefits for its members, effective January 1, 2027.
This RFP aims to facilitate the selection of medical and pharmacy plans that meet the needs of PEBB's members.
Proposals must be submitted through the Proposal Technologies Network, Inc.'s website application.

Work Details
The RFP includes options for submitting proposals for combined medical and pharmacy plans, medical-only plans, or pharmacy-only plans.
Proposers must specify which plan options they are proposing, including statewide PPO, regional CCM, or regional HMO.
The proposal must confirm that it is not contingent upon being the only plan offered in the service area and that it will be offered to all eligible employees without exclusions or waiting periods.
Additionally, proposers must provide proof of licensing to offer health insurance in Oregon and confirm their ability to integrate with a separate Pharmacy Benefit Manager (PBM) if chosen by PEBB.

Period of Performance
The contract will commence on January 1, 2027, and will continue until December 31, 2029.

Place of Performance
Services will be provided to members of the Oregon Public Employees’ Benefit Board across various regions in Oregon.

Bidder Requirements
Proposers must demonstrate compliance with all applicable federal laws and regulations including HIPAA and CAA.
They are required to provide necessary data files free of charge for government requests or legal actions during the contract term.
Proposers must also confirm their commitment to diversity, equity, and inclusion within their organization and among vendor partners.
