RFP for Audit Services

Background
The Crook County School District is issuing this Informal Request for Proposals (IRFP) to obtain competitive, written offers from qualified firms interested in providing audit services on a requirements basis.
The District encompasses approximately 3,000 square miles in Central Oregon and is responsible for educating around 3,300 students across multiple schools.
It has budgeted revenues of approximately $96 million and employs about 400 staff members.

Work Details
The selected contractor will perform the annual financial audit of the District's Comprehensive Annual Financial Report (CAFR).
The audit must comply with generally accepted auditing standards and include an examination of the Student Body Funds of District schools.
Key tasks include:
1. Conducting audits in accordance with GASB standards and applicable federal regulations.
2. Issuing an unqualified opinion on the District's financial statements.
3. Preparing financial reports that include various required schedules and compliance reports.
4. Providing recommendations for improvements in internal controls and administrative procedures.
5. Ensuring all working papers are retained for a minimum of three years and accessible to authorized representatives.

Period of Performance
The contract will be effective for five years upon full execution, with potential extensions for additional one-year terms based on mutual agreement.

Place of Performance
Audit services will be performed at various locations within the Crook County School District, including its administration facilities.
