Background
The Oregon Health Authority (OHA) is issuing this Request for Proposals (RFP 6189) to procure strategic communication services for the Family Connects Oregon (FCO) program. The mission of OHA is to ensure that all people and communities can achieve optimum physical, mental, and social well-being through partnerships, prevention, and access to quality, affordable health care.
The goal of this contract is to increase awareness, acceptance, and use of FCO services among Oregon families with newborns.
Work Details
The contractor will provide the following services:
1) Project Plan Development and Maintenance;
2) Brand Strategy and Management;
3) Campaign Development and Implementation;
4) Website Maintenance;
5) Strategic Communications Technical Assistance and Training;
6) Other Related Services.
Specific tasks include maintaining existing FCO communications strategies, developing new campaign materials, implementing a multi-platform media buy, conducting public relations efforts, managing social media advertising strategies, ensuring website maintenance and improvements, providing technical assistance and training for FCO sites, and ensuring all communications are culturally responsive.
Period of Performance
The initial term of the contract will be from July 1, 2026 through June 30, 2027.
Place of Performance
Services will be performed in Oregon as part of the Family Connects Oregon program.
Bidder Requirements
Proposers must demonstrate experience in health communications services, social marketing of public health issues, and community engagement processes. At least one key person must have experience working with culturally specific communities. Additionally, proposers must have senior management staff with at least five years of experience in managing large communications projects.
