RFP 2527-10 Benton County Comprehensive Plan Consulting Services

Background
The Benton County Community Development Department, in collaboration with the Board of Commissioners, is seeking qualified professional planning consultants to assist in updating Benton County’s 2007 Comprehensive Plan. This project will adhere to Oregon's voluntary Periodic Review (VPR) process, ensuring compliance with statewide planning goals while addressing local priorities identified through community outreach and input from county officials and staff.

The comprehensive plan update, referred to as #BentonBelieves, builds on a year-long effort during the 2023-2025 biennium aimed at identifying community priorities.

Work Details
The selected consultant will be responsible for advancing the next phase(s) of the work program, which includes tasks and deliverables focused on:
1) Community Engagement and Governance;
2) Economic Development and Fiscal Sustainability;
3) Managed Growth, Land Use and Scenario Planning;
4) Infrastructure, Natural Resources and Resilience;
5) Development Code Updates and Intergovernmental Coordination.

Proposals must outline specific action strategies and methodologies that include robust public engagement opportunities. The consultant will create a scenario planning model featuring three to four alternative future scenarios, leading to recommendations for updates in policy areas such as land use, economic development, housing, climate resilience, natural resources management, natural hazard preparedness and mitigation, and infrastructure planning.

Period of Performance
The contract will be performed during the 2025-2027 biennium.

Benton County, Oregon.
