Background
The State of Oregon, through its Department of Energy, is issuing this Intermediate Procurement (RFP) for a Natural Climate Solutions and Metrics Analysis. This initiative is part of the state's efforts to manage greenhouse gas emissions and enhance carbon sequestration on natural and working lands. The Oregon Legislature, via House Bill 3409, directed the agency to develop metrics for evaluating natural climate solutions (NCS) that support community well-being and ecosystem resilience.

Work Details
The contractor will conduct a comprehensive analysis to identify Oregon-specific NCS and recommend activity-based metrics (ABMs) for tracking implementation progress. The analysis will also establish community impact metrics (CIMs) to evaluate the effects of NCS on local communities. Key tasks include:

1) Gathering data on existing NCS programs;
2) Developing ABMs to track carbon sequestration;
3) Establishing CIMs to assess community impacts;
4) Producing a feasibility assessment for integrating NCS into Oregon’s carbon inventory;
5) Consulting existing literature and reports on NCS metrics.

Period of Performance
The contract is expected to be completed by March 31, 2026, with deliverables due by March 2, 2026.

Place of Performance
The work will be performed in Oregon, focusing on various landscapes including forests, croplands, grasslands, wetlands, and urban areas.

Bidder Requirements
Offerors must have at least three years of experience in consulting services related to natural climate solutions. They must demonstrate expertise in managing similar projects and provide profiles for key personnel involved in the project. Additionally, Offerors should submit a completed Price and Cost Offer Form detailing their proposed costs.
