Background
Lane Community College (LCC), a Community College District established under Oregon Revised Statutes, invites proposals from qualified consultants and firms to provide Strategic Planning Facilitation Services. The College seeks an experienced facilitation partner to lead an inclusive, data-informed strategic planning process culminating in the adoption of its next multi-year Strategic Plan to be implemented in 2027. This process builds on substantial institutional pre-work and is not a blank-slate exercise. The College has a budget of $100,000–$125,000 for this engagement.
Work Details
The consultant will facilitate the development of LCC’s next multi-year (3-, 4- or 5-year) Strategic Plan. Key tasks include:
1) Landscape Synthesis: Review and synthesize existing institutional data, identify strategic drivers, and produce a Landscape Synthesis Brief (8–12 pages).
2) Stakeholder Engagement: Design and facilitate sessions with priority constituencies including the Board of Education, full-time faculty, classified staff, and College Council. Additional engagement with students and community partners through surveys and forums.
3) Leadership & Board Facilitation: Facilitate working sessions for the President’s Cabinet and Board of Education.
4) Plan Development & Drafting: Collaborate on plan architecture including goals and metrics, draft the plan document, and facilitate campus consultation for validation.
5) Goal Architecture & Accountability Templates: Develop documents connecting strategic goals to KPIs and provide planning templates.
6) Final Deliverables & Launch Support: Produce publication-ready final deliverables including presentation materials for the Board.
Period of Performance
The contract will commence upon award in August 2026, with the goal of completing the Strategic Plan by July 2027.
Place of Performance
The services will be performed at Lane Community College's main campus in Eugene, Oregon, as well as potentially at other locations within its service district.
Bidder Requirements
Respondents must demonstrate experience facilitating multi-year strategic planning processes at accredited post-secondary institutions. Proposals should include qualifications of team members, evidence of experience in environments with low employee trust in institutional processes, expertise in synthesizing complex datasets into strategic implications without conducting independent primary research, and familiarity with equity-centered frameworks such as Achieving the Dream or Aspen Institute models.
