RFP 2425-116 Wireless Voice Communication System

Background
North Clackamas School District (NCSD) is seeking proposals for a Wireless Voice Communication System to enhance communication among staff and establish multiple layers of support across all campuses and district facilities. This initiative aims to improve communications during day-to-day operations and emergency situations, enhancing safety, efficiency, and collaboration among approximately 2,310 employees. NCSD is Oregon’s sixth-largest school district, serving around 17,000 students across 32 schools.

Work Details
The contractor will provide and implement a complete Wireless Voice Communication System that includes:
- Wearable technology for staff communication.
- Infrastructure setup and necessary accessories.
- Training for staff on the new system.

The system should support:
- Direct 1:1 communication
- Group communication with workflow integration
- Hands-free capabilities (e.g., Bluetooth)
- 'Do Not Disturb' features
- 'Override' communication capabilities
- Cell phone integration
- Off-campus communication capabilities
- Broadcast capabilities for alerts.

Device specifications must include lightweight options with long battery life. The implementation will occur in phases:
- Phase 1: Infrastructure setup
- Phase 2: Pilot Implementation
- Phase 3: Full Rollout
- Phase 4: Operational Maintenance.
Each phase includes specific tasks such as testing functionality, deploying devices in pilot schools, and providing ongoing support.

Period of Performance
The contract is anticipated to commence on April 15, 2025, with the following phases scheduled:
- Infrastructure setup from April to July 2025
- Pilot Implementation from July 2025 to June 2026
- Full Rollout from July 2026 to July 2027
- Operational Maintenance thereafter.

Place of Performance
The contract will be performed at various locations within the North Clackamas School District in Milwaukie and Happy Valley, Oregon.
