Background
The City of Eugene is seeking a qualified contractor to provide Peer Navigation Services in high volume corridors outside of the downtown core, including Highway 99, River Road, the Whiteaker Neighborhood, and West Eugene. This initiative aims to extend trauma-informed outreach and service navigation to vulnerable populations, building upon the existing Downtown Peer Navigator program. The program will operate in partnership with local emergency services and community stakeholders to reduce repeat calls for service and connect individuals to housing, treatment, and recovery services.
Work Details
The contractor will provide a pilot program for Peer Navigation Services which includes:
1) Staffing and Training: Recruit and supervise full-time Peer Navigators with relevant certifications; provide training in trauma-informed care, harm reduction, crisis intervention; ensure minimum daily staffing of two case managers per unit.
2) Daily Outreach: Conduct proactive outreach seven days a week for 10-12 hours per day in specified areas; prioritize individuals with repeated contact with EMS or law enforcement; build trust-based relationships; collaborate with local emergency services.
3) Service Navigation: Connect individuals to housing support, recovery programs, mental health services; facilitate referrals to psychiatric care; assist with insurance enrollment.
4) Dispatchable Response: Maintain a dedicated phone line for non-criminal needs; ensure timely responses and documentation of interactions.
5) Data Collection: Use software to track engagement data and submit reports on program impact.
Period of Performance
The initial term of the contract will be one year with options to renew for up to a cumulative maximum of five years.

Services will be performed in high volume corridors outside of the downtown core including Highway 99, River Road, the Whiteaker Neighborhood, and West Eugene (6th, 7th, and W 11th Avenues).

Proposers must demonstrate experience in providing peer support and trauma-informed care. They should have staff qualified by necessary education and certifications. Proposers are encouraged to utilize Minority, Women, Emerging Small Businesses (M/W/ESB), local businesses, and Disadvantaged Business Enterprises at both prime and subcontracting levels.
