Background
Eastern Oregon University Head Start (EOUHS) is issuing this Request for Proposals (RFP) to contract with a licensed Mental Health Consultant to support their Early Head Start and Head Start programs during the 2026–2027 program year. EOUHS serves children ages 0–5 and their families across rural Eastern Oregon, aiming to foster school readiness through high-quality, family-centered services.
The selected consultant will provide mental health consultation, staff training, family engagement support, and guidance on children's individual needs in compliance with Head Start Program Performance Standards.
Work Details
The consultant will provide the following services:
- Consult with EOUHS leadership on annual mental health service plans;
- Conduct classroom observations;
- Provide mental health consultation to families;
- Deliver a minimum of three staff trainings annually on topics such as child mental health and trauma-informed care;
- Support teachers and advocates in implementing positive behavior supports;
- Integrate practices from Conscious Discipline;
- Collaborate with staff for new hire training;
- Provide coaching at classroom and center levels;
- Maintain documentation of consultations in designated systems;
- Submit periodic summary reports;
- Attend leadership meetings; and
- Report suspected child abuse as required.
EOUHS anticipates approximately 750 consulting hours annually.
Period of Performance
The initial contract term is anticipated to begin on July 1, 2026, and continue through June 30, 2027. EOU reserves the right to renew the contract for up to four additional one-year terms based on satisfactory performance and continued program need.
Place of Performance
The services will be performed across various locations in rural Eastern Oregon, including Union, Baker, and surrounding counties. Regular travel between program sites is expected.
Bidder Requirements
Bidders must be licensed or certified mental health professionals in Oregon with a minimum of three years' experience working with preschool-aged children. They must be enrolled in the Oregon Central Background Registry and possess a valid Oregon driver’s license. Preference may be given to those with prior experience in Head Start programs or expertise in Conscious Discipline implementation.
