Background
The City of Wilsonville operates the South Metro Area Rapid Transit (SMART) system, which aims to provide reliable and efficient transportation solutions within Wilsonville and surrounding areas. SMART maintains a fleet of over thirty-four vehicles and offers Dial-a-Ride services for on-demand transportation. The agency is committed to exceptional customer service and enhancing transit connectivity through partnerships with local transit operators.

This RFP seeks a qualified vendor to implement a Computer Aided Dispatch Automatic Vehicle Location (CAD-AVL) platform that integrates various transit services and provides real-time passenger information.

Work Details
The selected vendor will provide an integrated CAD-AVL system for both fixed-route and on-demand services, including:
1. Comprehensive General Transit Feed Specifications (GTFS) capabilities.
2. Planning, scheduling, and rostering components.
3. Database features for driver, bus stop, and passenger information portals.
4. A feature-rich mobile application for trip planning.
5. Real-time passenger information systems.
6. Interoperability with other transit agencies.
7. A robust training program for staff on the new technologies implemented.
8. The solution must be hardware agnostic, allowing integration without proprietary hardware requirements.

Period of Performance
The initial term of the agreement will be three years, with options for two additional one-year extensions.

Place of Performance
Services will be performed in Wilsonville, Oregon, with potential implications for surrounding areas serviced by SMART.

Bidder Requirements
Proposers must comply with federal contracting requirements if federal funds are involved in the project. They should have experience providing similar services as described in the RFP and must accept all terms of the City’s Goods and Services Contract.
