RFP - 2025 Research, Evaluation and Data Analyst Services of Youth Drug Use Prevention

Background
The Oregon City School District No. 62 is seeking a research and evaluation company to support youth drug use prevention in Oregon City and Gladstone, Oregon. This initiative aims to serve all youth and families in these communities, particularly focusing on underserved youth aged 9 to 18 and their parents.

The project is funded by a five-year Substance Abuse and Mental Health Services Administration (SAMHSA) Strategic Prevention Framework - Partnerships for Success Grant, which began on September 30, 2024, and is scheduled to end on September 30, 2029. The goal of the grant is to reduce substance misuse onset and progression by enhancing community-based prevention services.

Work Details
The selected contractor will provide research, evaluation, and data analyst services as part of a multi-phase community-based process. The work will include:

1. **Phase I**: Gathering data from multiple sources to develop a community profile identifying risks and protective factors related to youth drug use. This includes:
- Youth survey development and evaluation.
- Parent surveys development, implementation, and evaluation.
- Conducting focus groups with youth and parents.
- Developing stakeholder interview guides.

2. **Phase II**: Using the community profile to inform the development of a community action plan with measurable outcomes for policies and programs.

3. **Phase III**: Monitoring and evaluating selected programs and policies in the action plan to ensure outcomes are achieved, making necessary adjustments as needed.

The contractor will be required to provide services equivalent to .50 FTE (20 hours per week).

Period of Performance
The contract will commence on July 2, 2025, following the contract execution date of July 1, 2025, and will conclude on September 30, 2029.

Place of Performance
The services will be performed in Oregon City and Gladstone, Oregon.
