RFP 2025-51 Watershed Health Education

Background
Clackamas County, through its Board of County Commissioners, is seeking proposals for Watershed Health Education Support on behalf of Clackamas Water Environment Services (the District). The District has implemented a Watershed Health Education Program (WHEP) since 2009 to educate the public about reducing stormwater pollution and to engage students and the community in protecting and restoring streams. This program is essential for meeting regulatory requirements such as Municipal Separate Storm Sewer System (MS4) and Total Maximum Daily Load (TMDL) permits.

Work Details
The contractor will provide a holistic curriculum that includes:
- A multi-sensory framework for teaching watershed science appealing to various learning styles for K-12 students.
- Hands-on learning opportunities to understand watershed health.
- Online educational resources for virtually-based or home-school students.
- Coordination with schools to schedule lessons and field trips, including both in-classroom and outdoor education.
- Curriculum must be science-based, multidisciplinary, and incorporate real-world applications.
- The program should connect students with nature, promote responsible human behavior towards water resources, and be inclusive of diverse perspectives.

Deliverables include curriculum plans, work schedules, quarterly progress reports, and an effectiveness evaluation report.

Period of Performance
The contract term is from the effective date through June 30, 2027, with two optional one-year renewals.

Place of Performance
The services will be performed within Clackamas County, specifically targeting schools in the North Clackamas School District and potentially expanding to other districts.

Bidder Requirements
Proposers must comply with Oregon tax laws and non-discrimination policies. They should demonstrate experience providing similar services to public entities within the past five years. Proposals must include a not-to-exceed fee structure that outlines all estimated expenses.
