RFP 2025-30 Residential Services Tukwila Springs

Background
Clackamas County, through the Housing & Community Development Division of its Health, Housing, and Human Services Department, is seeking proposals to provide Resident Services at Tukwila Springs. The mission of the Housing and Community Development Division is to provide and develop affordable housing with supportive services for individuals and families on their path to improved health, wellness, prosperity, and inclusion. This RFP aims to procure services necessary for a robust Resident Services Program at Tukwila Springs, a 48-unit Permanent Supportive Housing property.

Work Details
The contractor will provide a full Resident Services Program for all 48 units at Tukwila Springs, which includes:

1) At least one full-time resident services coordinator and additional front desk staff to cover 10 hours per day, 7 days a week;

2) Collaboration with on-site property management and external service providers;

3) Monitoring interventions and care plans with monthly reporting;

4) Monthly invoicing for services delivered;

5) Compliance with data reporting requirements including HMIS intake and exit paperwork;

6) Ensuring that all services are tailored to meet residents' needs with an emphasis on housing stability and self-determination.

Period of Performance
The contract term will be from the effective date through June 30, 2026, with options for three additional one-year renewals subject to mutual agreement.

Place of Performance
The services will be performed at Tukwila Springs located in Clackamas County.

Bidder Requirements
Proposers must comply with Oregon Tax Laws, non-discrimination policies, and conflict of interest regulations. They should also demonstrate their qualifications in providing culturally responsive services. Proposals must be submitted electronically via Bid Locker. Proposers are encouraged to include competitive rates in their budget proposals.
