RFP - 2025-02 Jackson County Library District E-Rate Wi-Fi Hotspots for Off-premises Patron Use

Background
The Jackson County Library District (JCLD), operating as Jackson County Library Services, is seeking proposals for the procurement of Wi-Fi hotspots and monthly data service to enhance their E-Rate supported Wi-Fi hotspot lending program.
This initiative aims to provide off-premises internet access to library patrons in need, particularly targeting rural residents without home broadband connections.

Work Details
The contract involves supplying 430 portable Wi-Fi hotspot devices with the following specifications:
1. Each device must be a standalone Wi-Fi hotspot without calling features, supporting 4G or 5G connectivity, and preferably equipped with E-Sim capability.
2. The service provider must offer a monthly data service that allows for the addition and removal of lines based on patron needs, with the ability to cancel lines without penalty before the next billing cycle.
3. Service providers are required to notify the library of any unused lines for 60 days and provide a grace period of 30 days before terminating service.
4. A web-based management platform for library staff is required, along with regular data usage reports at least once per billing period.
5. All taxes and fees must be itemized separately in billing, including any additional costs for CIPA filtration services.

Period of Performance
The intended contract term is one year, with options for two one-year extensions based on mutual consent between the District and the vendor.

Place of Performance
The services will be performed within the geographic boundaries of Jackson County, Oregon.
