RFP 2025-01 Water Environment Services Engineering Master Contract On-Call Engineering Services

Background
Clackamas County, on behalf of Clackamas Water Environment Services (WES), is seeking proposals from vendors to provide On-Call Engineering Services. WES is an intergovernmental partnership that operates over 340 miles of wastewater conveyance infrastructure and five wastewater treatment facilities, serving more than 150,000 residents.

The engineering services resulting from this RFP will ensure the continuous and safe operation of WES facilities and support the goals outlined in various planning documents including the Capital Improvement Plan and the Sanitary Sewer System Master Plan.

Work Details
The contract will involve providing On-Call Engineering Services in several categories:

1) Wastewater Conveyance and Treatment Engineering - professional engineering services for planning, design, and construction of wastewater treatment facilities and related systems;

2) Water Resources Engineering - management and conservation of water resources, including stormwater systems;

3) Engineering Construction Services - management and inspection of construction projects;

4) Wastewater Process Engineering and Operational Support - expert consultation for optimizing treatment processes and ensuring regulatory compliance.

Each selected firm will enter into a Master Contract to provide services as needed through Task Order sub-agreements.

Period of Performance
The term of the contract shall be from the effective date through June 30, 2030.

Place of Performance
Services will be performed within Clackamas County, Oregon.
