RFP 20242043 11th Avenue & Crow Road Utility Extension Design

Background
The City of Eugene is requesting proposals from consulting groups for design services to extend public utilities (stormwater, transportation, water, and wastewater) along West 11th Avenue and Crow Road between Terry Street and Green Hill Road and along La Porte Drive. The goal of this project is to work closely with a cross-section of City staff to develop a complete construction project packet that includes stormwater, transportation, water, and wastewater improvements. The area to be served by this project includes 142.5 acres of buildable land that is zoned for low density residential and 87.3 acres of buildable land that is zoned for medium density residential. When fully developed, this area is expected to be able to accommodate 1260 dwelling units.

Work Details
The scope of work includes:
- Pre-design site assessment and topographic survey
- Community outreach
- Preliminary engineering
- 30%, 60%, and 90% design engineering
- Permitting
- Geotechnical analysis
- Wetland analysis
- Final design
- Plans preparation of bid documents
- Support City advertising of construction contract.
The estimated milestones for the contract are approximately May 2024 to May 2025.

Period of Performance
The schedule of performance of services needed under the prospective contract is approximately May 2024 to May 2025.
