Background
CareOregon, Inc. is a 501(c)(3) public benefit nonprofit organization founded in 1993, primarily funded through public programs like Medicaid and Medicare. The organization aims to provide integrated managed care services and is committed to improving health care access for all Oregonians, regardless of income.

This RFP seeks proposals from independent certified public accountants or accounting firms certified in Oregon to conduct annual independent audits of CareOregon's employee 401(k) Profit-Sharing plan, ensuring compliance with ERISA and DOL regulations.

Work Details
The selected CPA firm will conduct an ERISA Section 103(a)(3)(C) limited scope audit of CareOregon's 401(k) plan. The firm must demonstrate a thorough understanding of CareOregon's retirement needs and provide proactive solutions to maximize retirement benefits.

Key attributes sought include creativity in plan design improvements, responsiveness to requests, and professionalism in execution. The audit will cover the defined contribution 401(k) Profit Sharing Plan established on May 1, 1997, with specific governance by CareOregon's CEO, CFO, and VP & General Counsel.

The firm must also meet minimum qualifications including having a physical presence in the Portland area and maintaining a current CPA license in Oregon.

Period of Performance
The contract term will commence upon award and extend through December 31, 2029.

Place of Performance
The audit services will be performed at CareOregon's locations across Oregon.
