Background
The State of Oregon, through the Secretary of State’s Office, Elections Division, is seeking information from qualified business entities to provide feedback for a new Campaign Finance/Election Filing System.
The current system, ORESTAR, has been in place since 2005/2006 and requires modernization due to recent legislative changes (HB 4024) that necessitate new functionalities by January 1, 2027. The Elections Division oversees election administration in Oregon, including campaign finance regulation and candidate ballot access.
Work Details
The new system should replace ORESTAR with enhanced features including:
- Registration of Campaign Finance Filers: Allow candidates and political committees to file Statements of Organization; enable registration by non-committee filers; allow amendments or discontinuation of registrations; facilitate internal staff review of filings.
- Campaign Finance Transactions: Handle transaction-based reporting; allow reporting of financial transactions by political committees and non-committee filers; enable data entry and digital file uploads; facilitate internal review processes.
- Violations / Case Management: Flag transactions for violations; allow public requests for investigations; manage case tracking and deadlines.
- Candidate Filing: Enable candidates to file declarations and manage candidacy processes.
- Voters’ Pamphlet Filing: Allow filing of pamphlet statements with formatting options and document uploads.
- Public Search / Transparency Dashboard: Provide public access to search campaign finance information and generate visual representations of data.
- Reporting: Offer pre-built and customizable reports for internal staff and public access.
- User Management: Integrate CIAM for user access management.
The solution must also comply with modern accessibility standards, be highly secure, and include comprehensive documentation.
Period of Performance
The system must be fully operational by January 1, 2027, with phases for testing completed by July 1, 2026.
