RFI 25-0026 Construction Management Software for Capital Projects

Background
The Beaverton School District, the third largest school district in Oregon, is seeking information regarding Construction Management Software (CMS) solutions to support project management, budgeting, planning, design, procurement, construction, and close-out activities across multi-year Capital Improvement Programs (CIP).
The District oversees capital projects including major renovations, additions, and new school construction and currently uses Trimble Unity Construct.
This RFI aims to evaluate available systems and inform a potential future procurement process.

Work Details
The District is looking for CMS solutions that can improve various aspects of capital project management including:
- Project management
- Procurement and contracting processes
- Project scheduling and milestones
- Financial controls (budgeting, contracts, pay applications, change orders)
- Document management
- Construction field management
- Compliance and audit readiness
- Integration with PowerSchool’s Business Plus software
- Reporting for internal and public accountability.
Vendors are requested to provide information on system features, functionality, required modules, implementation requirements, timeline, support, training, integration capabilities (Single Sign On, ERP systems), data governance standards, cost models (subscription or user licenses), and vendor experience with K-12 or public capital programs.

This RFI is exploratory in nature and does not establish a contract or obligation. Responses are due by May 28, 2026.

Beaverton School District located at 1260 NW Waterhouse Avenue, Beaverton, Oregon 97006.

Bidder Requirements
Vendors must provide company information including history, financial strength, leadership structure, experience implementing CMS for similar school districts, and references for comparable projects.
They should also describe system architecture including security compliance with industry standards such as NIST or ISO 27001. Additionally, vendors should outline their approach to data migration from legacy systems to their platform.
