Background
The City of Eugene is seeking Letters of Interest from suppliers for License Plate Recognition (LPR) Technology. The goal is to compile information about available systems, establish a budget, and create a list of potential suppliers for consideration.

Work Details
The City desires a fully managed LPR system that includes:

1. Vendor-Owned, Installed, and Maintained Equipment: The vendor must provide, install, and maintain all hardware without requiring the agency to manage on-site infrastructure.

2. Cloud-Based Database: A secure cloud solution for data storage with limited agency ownership responsibilities.

3. Web-Based and Mobile App Access: User-friendly access for law enforcement personnel via web platforms and mobile apps with secure login processes.

4. Robust Reporting and Analytics: Advanced reporting features that allow customization based on various criteria and provide actionable insights from data.

5. Data Sharing and Interoperability: Secure data sharing capabilities with other agencies or approved third parties, supporting integration with existing law enforcement systems.
