RFI 20242035 General Planning Services Qualified Pool

Background
The City of Eugene is seeking Statements of Qualifications for General Planning Services to establish a pool of qualified General Service Planners. Inclusion in the pool does not guarantee that a contract for services will be offered to the consultant. Qualifications may be submitted at any time prior to December 30, 2028.
The City may reject any statement of qualifications not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all statements of qualifications or waive any specification or requirement upon a finding of the City it is in the public interest to do so.

Work Details
The work includes providing General Planning Services for the City of Eugene on a contractual and/or as-needed basis. When a need arises, the City may review the qualifications of the providers within the pool and enter into a contract with an appropriate provider if available.
The solicitation documents can be examined electronically by logging in to OregonBuys. The services needed include:
- Public involvement
- Urban growth boundary planning
- Comprehensive planning and policy development
- Economic development/project feasibility analysis
- Natural resources planning and wetland mitigation strategies
- Infrastructure financing and/or technical analysis
- Urban design/site design/landscape architectural planning.
Resulting contracts may range from $500 to $100,000 per fiscal year.

Period of Performance
Qualifications may be submitted at any time prior to December 30, 2028. If found qualified, the consultants will remain on the Qualified Pool list.
Periodic requests for an updated statement of qualifications may be required by the City.

Place of Performance
The services are to be performed at the City of Eugene in Oregon.
