Request for Quote (RFQ) - De-Escalation Workshops

Background
The Oregon Water Resources Department (OWRD) is seeking quotes for De-escalation training aimed at enhancing the communication skills of its natural resource enforcement staff. The goal of this training is to promote safe and effective enforcement practices, improve public interactions, and reduce complaints and potential lawsuits. This initiative aligns with OWRD's mission to ensure compliance through effective communication strategies provided by industry professionals.

Work Details
The contract involves providing in-person De-escalation training workshops for OWRD's natural resource enforcement staff. The training must include:

1) Workflow steps to enhance consistency in public interactions;
2) Robust instructor-to-staff interactions;
3) Testing of recommended workflows for de-escalation;
4) Instruction by professionals with enforcement experience.

A total of three workshops are required, each lasting between 1 to 3 days.

Period of Performance
The training must be completed by June 30, 2025.

Place of Performance
Training will take place in multiple locations around Oregon.
