Agency is requesting Offeror to assist in the financial examination of the Kaiser Foundation Group, including Kaiser Foundation Health Plan of the Northwest, Kaiser Permanente Insurance Company, Kaiser Foundation Health Plan of Colorado, Kaiser Foundation Health Plan of Georgia, Inc. and Kaiser Foundation Health Plan of the Mid-Atlantic and could include working with data from a number of affiliated insurers in the insurance holding company system. Background
The State of Oregon, through its Department of Consumer and Business Services, Division of Financial Regulation, is issuing this Request for Quote (RFQ) to seek offers for Financial Examination Services of the Kaiser Foundation Group. This includes various health plans and insurance companies under the Kaiser Foundation umbrella. The goal is to assist in conducting a financial examination using a risk-focused approach as outlined in the NAIC Financial Condition Examiner’s Handbook.

Work Details
The contractor will assist in the financial examination of the Kaiser Foundation Group, which includes:
- Kaiser Foundation Health Plan of the Northwest
- Kaiser Permanente Insurance Company
- Kaiser Foundation Health Plan of Colorado
- Kaiser Foundation Health Plan of Georgia, Inc.
- Kaiser Foundation Health Plan of the Mid-Atlantic States.

The contractor will provide one subgroup Examiner-In-Charge (EIC) to oversee examinations and at least three examiners with expertise in information technology. Responsibilities include participating in a full-scope quadrennial examination and providing peer support and on-the-job training to agency staff as requested. The agency reserves the right to request assessments for NAIC Accreditation standards.

Period of Performance
The initial term of the contract is anticipated to be one year with options to extend. The effective date will be upon execution by both parties and is expected to last until June 30, 2026.

Place of Performance
The services will primarily be performed in Oregon, specifically at locations associated with the Department of Consumer and Business Services.

Bidder Requirements
Offerors must have at least five years’ experience conducting financial regulation examinations within the last seven years. Assigned examiners must not have conflicts of interest or have provided services for any indicated company within three years prior to this RFQ. The subgroup EIC must hold a Certified Financial Examiner (CFE) designation while other examiners must have at least an Accredited Financial Examiner (AFE) designation. Additionally, examiners must possess knowledge of Oregon statutory accounting principles.
