Request for Information for Health Care Interpreter Portal Development and Integration

Background
The State of Oregon, through its Oregon Health Authority (OHA), is seeking information from qualified vendors regarding the development and integration of a Health Care Interpreter (HCI) Scheduling System.
This initiative aims to enhance language access services for health care providers and Oregon Health Plan Medicaid patients.
The RFI is intended to gather insights and best practices to inform a potential future Request for Proposal (RFP).
The need for this system arises from Senate Bill 1578, which mandates the creation of an online scheduling portal for Certified or Qualified health care interpreters to assist members with Limited English Proficiency (LEP) or those who are Deaf or hard of hearing.

Work Details
The RFI seeks information on the following aspects:
1. Development and customization of an online health care interpreter scheduling portal that allows health care providers to schedule Certified or Qualified HCIs directly.
2. Integration capabilities with existing systems such as Oregon's Medicaid Management Information System (MMIS) and other electronic health records like Epic.
3. Features that allow HCIs to update their availability, language offerings, geographic regions, and certifications.
4. Functionality for provider offices to search for HCIs based on criteria like language/dialect, appointment time, location, and gender preference.
5. Additional tasks such as processing claims for HCI services rendered, providing feedback mechanisms, and ensuring compliance with state regulations regarding interpreter services.

Period of Performance
Responses to this RFI are due by April 15, 2025, at 4:00 PM PST.
The timeline for the subsequent development and implementation phases will be determined based on the information gathered through this RFI.

Place of Performance
The contract work will primarily take place in Oregon, specifically serving health care providers and Coordinated Care Organizations within the state.
