Qualified Health Insurance Actuary

Background
CIS (Citycounty Insurance Services) is a public entity that provides insurance and risk management services to Oregon cities, counties, and other public entities. Established in 1981 by the League of Oregon Cities (LOC) and the Association of Oregon Counties (AOC), CIS serves as a crucial provider of various insurance programs including health benefits.

The organization is seeking proposals from qualified firms to provide actuarial services for its self-funded medical, dental, vision, and pharmacy plans. This RFP is issued in compliance with CIS's purchasing policy which mandates an RFP for actuarial services at least every five years.

Work Details
The selected firm will be responsible for:

1. Determining reserve adequacy for CIS self-funded plans in accordance with state regulations via a written actuarial report.
2. Consulting on appropriate reserving levels if they differ from state requirements.
3. Calculating Incurred but Not Reported (IBNR) amounts for all self-funded plans as of June 30th each fiscal year, including presentations to the CIS team and Board of Trustees.
4. Assisting in the annual calculation of rates for multiple health plan offerings, ensuring rates are presented at various board meetings throughout the year, including preliminary renewal rates in December and final rates in May.
5. Reviewing prospective new groups and calculating rates based on experience mods for employers with varying employee counts.
6. Contributing to drafting renewal requests and analyzing carrier proposals.
7. Developing imputed value calculations for domestic partners enrolled in CIS plans annually in November.

Period of Performance
The contract is expected to commence on June 1, 2025, following an anticipated award date of April 18, 2025.

Place of Performance
The services will be performed primarily at the contractor's location but will require periodic meetings at CIS's office located at 15875 Boones Ferry Rd #1469, Lake Oswego, OR.
