Purchase of Learning Management System

Background
Clean Water Services (CWS) is an agency focused on protecting public health and enhancing the natural environment. CWS serves over 620,000 residents in Washington County, Oregon, and is responsible for innovative water management solutions. The agency currently uses the Absorb Learning Management System (LMS) to support training for approximately 450 employees and external customers. As CWS's learning programs expand, they are seeking a new LMS that aligns with their training objectives and supports long-term growth.

Work Details
CWS is seeking proposals for the purchase of a Learning Management System (LMS) and associated implementation services. The selected vendor will provide:

1. Project Management: Establishing timelines, roles, communication plans, and implementation strategies.

2. Requirements Gathering: Conducting kickoff meetings to understand CWS processes and workflows.

3. LMS Implementation: Configuring and deploying the LMS according to an agreed-upon plan.

4. Documentation: Providing complete electronic documentation of the LMS software suite including user guides.

5. Acceptance Testing: Developing a Test Plan covering various testing stages including user acceptance.

6. User Training: Creating a training plan for different user roles with practical training sessions.

7. Product Support and Maintenance: Offering an annual subscription for technical support and maintenance for a minimum of five years.

Period of Performance
The implementation of the new LMS product is expected to be completed by November 1, 2026.

Place of Performance
The contract will be performed at Clean Water Services facilities located in Washington County, Oregon.

Bidder Requirements
Vendors must demonstrate substantial experience in implementing LMS solutions in government or wastewater sectors. Proposals must meet technical requirements specified in the Technical Requirements Response and Functional Requirements Response documents.
