Project Management for School Bond Projects

Background
The Morrow County School District, located in rural north central Oregon, is seeking a project management firm to oversee the implementation of a $204.4 million General Obligation Bond approved by voters on May 20, 2025. This bond aims to fund significant capital improvements across various school facilities within the district, which serves approximately 2,291 K-12 students. The district encompasses communities such as Boardman, Irrigon, Heppner, and Lexington.

Work Details
The selected project management firm will provide comprehensive Project Management and Owner’s Representative services throughout the lifespan of the projects funded by the bond. Key responsibilities include:

1. Developing and maintaining project schedules that align with milestones for the Architectural and Engineering team.
2. Facilitating procurement of the Architectural and Engineering team and assisting in contract negotiations.
3. Consulting on budget refinement and maintaining a detailed cost model.
4. Conducting life cycle value analysis based on design criteria.
5. Advising on construction delivery methods that provide best value.
6. Developing strategies for timely building permit acquisition.
7. Continuously reviewing plans and specifications to ensure costs remain within budget while providing alternatives when necessary.
8. Assisting in preparing early bid packages as needed.
9. Participating in community outreach events and presenting to stakeholders as required.

Period of Performance
The contract period is expected to commence immediately upon selection of the project management firm and will continue throughout the duration of the bond projects, anticipated to span several years.

Place of Performance
The projects will be executed across multiple locations within Morrow County, Oregon, specifically in Boardman, Irrigon, Heppner, and Lexington.

Bidder Requirements
Proposers must comply with Oregon's reciprocal Preference Law regarding residency status (Resident or Non-Resident). They must also submit fully executed copies of required certifications including Certificate of Compliance, Bidder/Proposer Residency Statement, and Certificate of Non-Discrimination.
