Pre-Solicitation Notice: City of Keizer Transportation System Plan Update

Background
The Oregon Department of Transportation is preparing to update the City of Keizer's Transportation System Plan (TSP) in response to recent updates in the Transportation Planning Rule (TPR).

The goal of this contract is to develop a comprehensive TSP that aligns with community engagement requirements and evaluates safety, multimodal conditions, and equity in transportation options. This plan will support the development of the City’s existing and planned land use over a twenty-year horizon.

Work Details
The project will involve updating the TSP to include:
1. Goals, policies, performance measures, and implementing regulations that align with the City’s Comprehensive Plan.
2. Standards for a safe, efficient multi-modal transportation network tailored to existing and planned land uses.
3. A funding strategy for the identified transportation system.
4. Compliance documentation with local criteria, Oregon’s TPR, and relevant statewide planning goals.

Key outcomes include:
- Mapping and assessing current transportation facilities.
- Identifying Transportation Options (TO), Transportation System Management (TSM), and Transportation Demand Management (TDM) techniques.
- Evaluating how investments support regional greenhouse gas reduction targets.
- Ensuring preservation of transportation facilities' function for economic support.
- Updating street cross sections for safety across all modes.
- Identifying needs in climate-friendly areas and improving pedestrian/bicycle routes to key destinations.

Period of Performance
The mini-Request for Proposals (RFP) is anticipated to be released no earlier than December 1, 2024, with proposals due approximately 21-30 calendar days after posting.

Place of Performance
The contract work will be performed in the City of Keizer, Oregon.
