Description

The Multnomah County Health Department (MCHD) Pharmacy Program is seeking a supplier to provide comprehensive 340B auditing and consulting services.
Background
The Multnomah County Health Department (MCHD) Pharmacy Program is seeking a supplier to provide comprehensive 340B auditing and consulting services. As a 340B covered entity, MCHD is committed to adhering to all program requirements to ensure compliance and integrity in its pharmacy services.

Work Details
The supplier will perform audits of the MCHD's 340B program, which must align with the integrity audits executed by the Health Resources & Services Administration (HRSA). The scope of services includes:

- Analyzing current internal 340B policies and procedures.
- Reviewing HRSA Office of Pharmacy Affairs Information System’s (OPAIS) registration for all MCHD 340B sites, including FQHC, Family Planning, HIV, Ryan White, STD, and TB clinics.
- Conducting HRSA-equivalent audits to ensure compliance with HRSA and State of Oregon guidelines.
- Reviewing Medicaid Fee for Service and Medicaid Managed Care claims for accuracy and identifying duplicated discounts.
- Ensuring accuracy in records of medication purchase and dispensation per HRSA requirements.
- Providing a detailed audit report with recommendations for improvement at the end of the engagement.
- Offering ongoing support and technical analyses between audit engagements. Additionally, guidance on managing contract pharmacy arrangements, implementing an “open door” pharmacy within an FQHC, and managing replenishment of multiple virtual inventories is required.

Period of Performance
The contract term shall be five (5) years from the date of award.

Place of Performance
Services will be performed at various locations associated with the Multnomah County Health Department in Oregon.

Bidder Requirements
Proposers must be legal entities registered to do business in the State of Oregon. They must submit verification that all insurance requirements are met and complete a Pre-Award Risk Assessment if federal funds are used for this sourcing event.
