Peer Delivered Support Services

Background
Clackamas County, through its Board of County Commissioners, is seeking proposals to provide Peer Delivered Support Services. The Clackamas County Behavioral Health Division (CCBHD) aims to integrate peer support into its existing programs to enhance mental health and substance use services for adults, children, youth, and families within the county.

This initiative reflects a commitment to supporting peer-run organizations and improving accessibility to mental health services across urban and rural communities in Clackamas County.

Work Details
The contract will involve providing peer delivered support services across six specific programs:

1) Choice Program - serving adults with severe mental illness;
2) Aid & Assist - supporting individuals involved in the legal system due to mental health issues;
3) Mobile Crisis Response Team (MCRT) - offering immediate crisis intervention;
4) Mental Health Center (MHC) - providing urgent care for individuals in crisis;
5) Intensive Care Coordination (ICC) - assisting high-needs adults; and
6) Older Adults program - focusing on seniors facing mental health challenges.

Each program has specific service components including one-on-one/group peer support, assistance with care plans, navigation of treatment systems, collaboration with clinical teams, and community outreach. Contractors are expected to employ certified Peer Support Specialists who have lived experience related to mental health or substance use.

Period of Performance
The contract will be effective from the date of award through December 31, 2026, with an option for one renewal that can extend no later than June 30, 2029.

Place of Performance
Services will be provided throughout Clackamas County, specifically at various designated locations including the Clackamas Mental Health Center and other community settings as required by each program.
