OYA MYCF Valley Cottages Alterations and Renovations

Background
The Oregon Youth Authority (OYA) is seeking to establish a contract for the OYA MYCF Valley Cottages Alterations and Renovations project. This project aims to enhance living conditions and security at the MacLaren Youth Correctional Facility, which serves youth in Oregon. The work is intended to benefit the OYA by improving facilities that support Positive Human Development (PHD).

Work Details
The contract includes full renovations of two living units, Granite and Jasper Cottages, with security enhancements. If selected, the project may also involve alterations for up to five additional cottages (Boulder, Crater, Dunes, Haystack, and Fossil), which will include PHD elements and upgrades to extend life expectancy and reduce maintenance costs. Specific upgrades include dual dorm/night toilet facilities and outdoor recreation cage materials for Boulder, Crater, and Dunes Cottages. All cottages will receive interior material upgrades as detailed in Attachment B - Technical Specifications. An asbestos abatement license under ORS 468A.720 is required.

Period of Performance
The project start date is within seven days from the Notice to Proceed. Substantial completion for Granite Cottage is expected within 190 days from the Notice to Proceed, while Jasper Cottage will take 380 days. The remaining cottages will be completed within 680 days from the Notice to Proceed, with final completion expected 30 days after substantial completion.

Place of Performance
The work will be performed at the MacLaren Youth Correctional Facility located at 2630 N Pacific Highway, Woodburn, OR 97071.

Bidder Requirements
Bidders must be registered with the Oregon Secretary of State and licensed with the State of Oregon Construction Contractors Board (CCB) prior to bidding on public improvement contracts. A Public Works bond must also be filed with the CCB before starting work on the project. Bidders should have a Pay Equity Certificate if employing 50 or more full-time workers and if the contract price exceeds $500,000. Additionally, bidders are encouraged to engage certified disadvantaged business enterprises as subcontractors.
