Overhead Door, Fire Door, & Gate Maintenance & Repair Svcs- Portland & Salem (Price Agreements)

Background
The State of Oregon, through the Department of Administrative Services (DAS), is issuing this solicitation for overhead door, fire door, and gate maintenance and repair services. The goal is to establish a single price agreement per region for annual maintenance and emergency services for all DAS-owned buildings in the Central Valley Region (Salem) and Northern Region (Portland, Hillsboro, Wilsonville, Clackamas). This initiative aims to ensure the safety and functionality of these critical access points across state facilities.

Work Details
Contractors will provide all labor, supervision, materials, transportation (including fuel), parking, equipment, permits, and expertise necessary to perform the following services: annual preventative maintenance services, detailed inspections, cleaning, lubrication, adjustments, operational checks, troubleshooting, repair and replacement of components. Specific inspection requirements include:

- **Overhead Doors**: Inspect conditions of door sections; adjust door alignment; lubricate springs; check secure mounting of springs; tighten hinges and hardware; inspect cables for wear; check track and fasteners.

- **Operators**: Inspect limit switches; adjust belts; lubricate roller chains; inspect brakes and clutches.

- **Gates**: Inspect gate sections; adjust alignment; lubricate rollers and bearings; check locks for proper operation.

- **Fire Doors**: Inspect conditions of fire doors; adjust alignment; perform drop tests.

Additionally, contractors must submit maintenance reports detailing services performed within two weeks after inspections.

Period of Performance
The initial term of the Price Agreement is anticipated to be two years with options to renew up to a maximum of twelve years.

Place of Performance
Services will be performed at various DAS-owned buildings located in the Central Valley Region (Salem) and Northern Region (Portland, Hillsboro, Wilsonville, Clackamas) in Oregon.

Bidder Requirements
Offerors must demonstrate compliance with specific certifications including minority-owned business enterprise (M/WBE), service-disabled veteran-owned business (SDVOSB), or emerging small business certifications. Additionally, contractors are required to have insurance coverage as specified in the solicitation. Subcontracting is permitted but must be disclosed to the agency.
