Background
The State of Oregon, through its Department of Public Safety Standards and Training (DPSST), is issuing a Request for Proposals (RFP) for Food Services Management at the Oregon Public Safety Academy (OPSA) located in Salem, Oregon. The DPSST is responsible for training and certifying public safety professionals, including police officers, firefighters, and emergency medical dispatchers.
The goal of this contract is to provide comprehensive food management services to enhance the training experience of academy students who may be away from home for extended periods.
Work Details
The contractor will provide all management and labor necessary for efficient food service operations at the OPSA Campus Café. This includes:
- Managing a diverse menu with options for various dietary needs (vegetarian, vegan, cultural, religious, healthy, and allergy-sensitive).
- Preparing and serving meals in the Campus Café and during catered events.
- Maintaining a coffee bar with freshly brewed coffee and other beverages.
- Ensuring proper food storage and preparation in compliance with health regulations.
- Cleaning all areas related to food service operations.
- Maintaining accurate recordkeeping and invoicing systems.
- Providing monthly service reports to the agency.
The contractor must also ensure that meals meet nutritional standards required for the training programs.
Period of Performance
The initial term of the contract is anticipated to be four years with options to renew up to a cumulative maximum of ten years. The contract will commence on July 6, 2026.

The services will be performed at the Oregon Public Safety Academy located at 4190 Aumsville Hwy SE, Salem, Marion County, Oregon.
Bidder Requirements
Proposers must have a minimum of ten years’ experience in providing similar food services. They must be an established business with all necessary licenses and trained personnel. Proposals must include a cover letter signed by an authorized representative and demonstrate compliance with Oregon Tax Laws.
