Onboarding Program Development Services

Background
The Oregon Child Development Coalition (OCDC) is a private, non-profit organization established in 1971, dedicated to providing early childhood care and education services.
OCDC serves over 4,000 children and families across 30 sites in 15 Oregon counties.
The organization is seeking proposals for the development of a comprehensive onboarding program for new employees to enhance their integration into OCDC's mission, vision, values, culture, and expectations.

Work Details
The contractor will develop an 'Onboarding for All' blended learning solution that includes:
1. **Needs Assessment**: Review OCDC's mission, organizational structure, employee expectations, required documents and training upon hire, and leadership expectations.
Define objectives for both employee and leader onboarding tracks.
2. **Consultation**: Engage stakeholders and subject matter experts to ensure the onboarding program meets all requirements.
3. **Program Development**: Design e-Learning modules, self-paced activities, possible in-person training requirements, and an onboarding checklist applicable across the agency.
The program should include a week-long orientation followed by learning gates at months 1, 2, 3, 6, and 12.
4. **Final Product**: Deliver final versions of the onboarding program for both employee and leadership tracks.
5. **Communication Plan**: Develop a timeline and drafts related to the rollout of the onboarding program.
6. **Additional Requirements**: Provide three references from organizations that can attest to the proposer’s ability to perform the contract requirements.

Period of Performance
The contract is expected to start on January 13th, 2025, with full delivery of the onboarding program by September 1st, 2025.

Place of Performance
The services will be performed at the Oregon Child Development Coalition's locations in Wilsonville, Oregon.
